Changes real estate appraiser license requirements from four (4) types to three (3) types of licenses.

Establishes new Section 73-34-16 to set trainee appraiser qualifications based on standards established by the Appraiser Qualifications Board instead of specific statutory requirements.

Revises licensed real estate appraiser qualification requirements in Section 73-34-17 to reference Appraiser Qualifications Board standards for education and experience hours rather than fixed statutory amounts.

Requires licensed certified appraiser candidates to complete educational qualifications and experience hours meeting or exceeding Appraiser Qualifications Board requirements, with the board authorized to adopt implementing regulations.

Requires appraisal management companies to pay national registry fees to the board, which must be deposited in a dedicated account and transmitted to the Appraisal Subcommittee as required by federal law.

Increases continuing education renewal requirements from twenty (20) hours to twenty-eight (28) hours total, including a mandatory seven (7) hour USPAP update course.
