Reduces the deadline for recording minutes of public body meetings from 30 days to 28 days after recess or adjournment under the Open Meetings Act.

Requires public bodies with websites to post meeting minutes within 35 days after adoption of the minutes.

Mandates public bodies maintain posted minutes on their websites for at least 12 months after posting.

Exempts municipalities with populations under 25,000 and counties with populations under 50,000 from website posting requirements.

Specifies that technological failures preventing public website access do not constitute violations of the Open Meetings Act.
