House Bill 1317 Summary

• Requires public community and junior colleges to waive tuition and required fees for up to 15 semester credit hours taken by high school juniors and seniors in dual enrollment-dual credit programs, subject to state funding availability, beginning in the 2019-2020 school year.

• After earning 15 semester credit hours, students become responsible for paying full tuition at the community or junior college's part-time rate plus any additional fees for further coursework.

• Limits consideration of dual enrollment-dual credit hours in school and school district accountability ratings to no more than the first 15 semester credit hours earned per student, effective with the 2019-2020 school year.

• Does not restrict the total number of semester credit hours students may earn through dual enrollment programs; the 15-credit waiver and accountability limit apply only to the initial coursework.

• Effective July 1, 2019.
