Prohibits selling, giving away, distributing, or marketing human or synthetic urine with intent to defraud or deceive drug or alcohol screening tests.

Prohibits possessing or selling adulterants (including bleach, chromium, nitrites, and sodium nitrite) with intent to use them to adulterate urine samples for drug or alcohol tests.

Creates a rebuttable presumption of intent to defraud if heating elements or instructions for defeating drug tests accompany the sale of human or synthetic urine.

Establishes violation as a misdemeanor punishable by a fine of $1,000, imprisonment for six months, or both.

Effective July 1, 2019.
