Authorizes issuance of state general obligation bonds up to $5,500,000 to fund acquisition and installation of security cameras and surveillance equipment in Jackson's Capitol Complex Improvement District and other city areas.

Creates a special fund designated "2019 City of Jackson Security Cameras and Equipment Fund" within the State Treasury to receive bond proceeds and disburse funds under direction of the Department of Finance and Administration.

Bonds may be issued at any time until July 1, 2023, with maturity not to exceed 25 years from issuance date and interest rates subject to state law limits.

Pledges the full faith and credit of the State of Mississippi to guarantee payment of principal and interest on the bonds, with any deficiency to be paid from the State Treasury.

Bonds are exempt from state taxation and qualify as legal investments for trustees, fiduciaries, banks, and insurance companies; any unused special fund amounts after project completion shall be applied to debt service on the bonds.
