Authorizes the Department of Finance and Administration, with Board of Trustees approval, to sell tax-forfeited real property and improvements controlled by Jackson State University located in Jackson, Hinds County, Mississippi.

Properties may be sold without appraisal and without consideration; Jackson State University determines the method for receiving purchase offers (sealed, electronic, or other methods).

Requires three weeks of public notice through postings at three or more public places in Jackson and publication in a county newspaper before any property sale.

Tenants in possession have no right of first refusal and must vacate within 90 days of written notice that property has been sold; property sales must align with university's research, innovation, and commercialization goals.

State of Mississippi retains all mineral rights to sold property; net proceeds from sales shall be deposited in a special state treasury fund and expended only for purposes benefiting Jackson State University as approved by the Board of Trustees.
