Creates "The Good Samaritan Law for Architects and Engineers" providing liability protection for registered architects and professional engineers who voluntarily provide design services during declared emergencies without compensation (except expense reimbursement).

Applies to services provided during or within 90 days after declared national, state, or local emergencies caused by earthquakes, hurricanes, tornadoes, fires, explosions, collapses, or similar disasters, when requested by or approved by public officials, law enforcement, public safety officials, or building inspection officials.

Grants immunity from liability for personal injury, wrongful death, property damage, or other losses arising from the architect's or engineer's acts, errors, or omissions in providing services related to any structure, building, facility, utility, equipment, or system.

Excludes immunity for wanton, willful, or intentional misconduct.

Effective July 1, 2019.
