Creates the "Mississippi Highway Safety Patrol Fund" in the State Treasury to pay for uniforms, vehicles, equipment, and trooper training for the Highway Safety Patrol.

Increases state assessments on traffic violations, implied consent law violations, game and fish violations, and other misdemeanors and felonies by 10 percent to fund the new Highway Safety Patrol Fund.

Sets specific assessment amounts for the Highway Safety Patrol Fund: $9.05 for traffic violations, $24.35 for implied consent violations, $8.90 for game and fish violations, $12.18 for other misdemeanors, and $28.05 for other felonies.

Allows the fund to receive monies from legislative appropriations, interest, federal grants, and donations in addition to the traffic violation assessments.

Takes effect July 1, 2019.
