Extends the repeal date of Section 57-39-21, Mississippi Code of 1972, from July 1, 2019 to July 1, 2023.

Maintains energy code standards for building construction based on American Society of Heating, Refrigeration and Air-Conditioning Engineers Standard 90.1-2010 to promote efficient energy use.

Requires design, construction, and alteration of covered buildings to meet energy efficiency standards beginning July 1, 2013, including public assembly, educational, commercial, institutional, and state-owned buildings.

Exempts certain buildings from standards including those with minimal energy usage, mobile homes, privately-owned noncommercial buildings, and buildings owned or leased by the federal government.

Local governing authorities retain responsibility for administration and enforcement with authority to establish inspection fees not exceeding $150.
