Modifies definitions of "evidence-based program," "research-based program," and "promising program" to require rigorous controlled evaluations using the Maryland Scientific Methods Scale with control groups.

Adds new definition of "intervention program" as a discrete and systematic set of activities designed to achieve specific outcomes, and defines "rigorous controlled evaluation" standards.

Expands "program inventory" definition to mean a set of activities upon which state resources are expended, requiring annual updates with estimated expenditures and full-time equivalent positions for each program.

Allows the Legislative Budget Office to designate additional agencies beyond the initial four (Department of Corrections, Health, Education, Transportation) to comply with program inventorying requirements beginning with the fiscal year 2021 budget cycle.

Effective July 1, 2019.
