HB 1392 Summary

• Creates a seven-member committee (three State Board of Education members and four legislative appointees) to study oversight of high school athletics and extracurricular activities and decide by January 1, 2020, whether regulation should be handled by a new or existing not-for-profit corporation.

• Prohibits school districts from paying public funds to organizations regulating high school athletics and extracurricular activities from July 1, 2021, until July 1, 2022, when a committee-selected entity may receive such funding.

• Requires any selected or newly created athletics regulation corporation to adopt bylaws mandating transparent policymaking, monthly financial reporting to member schools, detailed explanations of fee changes, staff salary disclosure, and formal complaint documentation procedures.

• Prohibits athletics regulation organizations from preventing member schools from competing against non-member schools when both parties agree in writing to compete.

• Amends Mississippi Code Section 37-7-301 to condition school boards' authority to regulate athletics and extracurricular activities on compliance with the new oversight structure established by this act.
