Authorizes local school boards to permit motor vehicles other than school buses to transport students for school-related functions and activities, subject to State Board of Education rules and regulations.

Limits authorized vehicles to passenger cars, multipurpose passenger vehicles, or trucks designed to transport fewer than 16 students and not requiring a commercial driver's license with passenger endorsement.

Requires students to use designated seating positions and manufacturer-provided occupant crash protection systems unless physically unable to do so.

Prohibits student drivers from operating authorized vehicles on public roads; allows student operation only on school or private property for educational curriculum purposes with no other students in the vehicle.

Requires drivers to maintain valid driver's licenses and comply with the school district's locally adopted safe driver plan, including driving record reviews for disqualifying violations; mandates school boards adopt a policy prioritizing school buses when practical.
