Amends Mississippi Code Section 45-9-101 to require applicants for concealed firearm licenses to provide proof of a mental health evaluation showing no signs of mental illness, performed by a licensed psychiatrist within 12 months of application.

Makes failure to provide proof of a passing mental health evaluation a disqualifying factor for concealed carry license approval, adding it as a new criterion (subsection 2(m)) to existing eligibility requirements.

Applies the mental health evaluation requirement to all new concealed carry license applicants for stun guns, concealed pistols, or revolvers beginning July 1, 2019.

Does not specify who pays for the mental health evaluation or establish a process for determining what constitutes evidence of mental illness on the evaluation.
