Requires each Mississippi school district to develop and fully implement wireless technology infrastructure serving all K-12 students and staff by the 2020-2021 school year, with a two-year phase-in period beginning in 2019-2020.

Mandates districts conduct thorough needs assessments of existing network capacity and technical equipment, then issue requests for proposals within 45 days specifying district preferences, infrastructure requirements, approval criteria, and technical specifications.

Requires districts to submit strategic development plans to the State Department of Education for approval based on established wireless functionality guidelines.

Establishes eligibility criteria for state funding including: sufficient wireless coverage in all instructional and administrative areas, validation testing conducted with the State Department of Education, and content filtering with security protections and acceptable use policies.

Directs the State Department of Education to develop wireless functionality, performance, and reliability requirements; applies requirements to public charter schools and their governing boards.
