Creates Section 51-15-108 to allow counties outside the Pat Harrison Waterway District to join if they contain or border the Pascagoula River, Leaf River, Chickasawhay River, or Tallahala Creek, or have tributaries to these streams.

Requires unanimous resolution of a county's board of supervisors before filing a petition to join the district in Forrest County Chancery Court.

Amends Section 51-15-103 to clarify that counties may join the Pat Harrison Waterway District after its original formation through the process outlined in Section 51-15-108.

Amends Section 51-15-107 to require unanimous board of supervisors resolution when petitioning to organize or expand the district and restructures petition requirements with lettered subsections (a, b, c).

Takes effect July 1, 2019.
