Amends Section 25-41-7 of the Mississippi Code to add new reasons public bodies may hold executive sessions closed to the public.

Allows boards of trustees of public hospitals to hold executive sessions to discuss prospective strategic business decisions, including opening new service lines, implementing capital improvements, and filing applications for certificates of need.

Permits public hospital boards to hold executive sessions regarding discussions involving identifiable patient information, including patient complaints, accounts, charity care, and treatment details.

Requires an affirmative vote of three-fifths of all members present to declare an executive session, with the reason stated and recorded in meeting minutes.

Takes effect July 1, 2019.
