Allows drivers to use a receipt as a valid driver's license while appealing a refusal to submit to a chemical test under Section 63-11-25.

Permits suspension periods for test refusal to be tolled (paused) during the appeal process for a reasonable amount of time.

Clarifies that the Commissioner of Public Safety may toll administrative license suspensions for test refusal as provided in the appeal procedures.

Adds provisions allowing courts to order interlock-restricted licenses or drug-testing programs for persons convicted under Section 63-11-30, effective July 1, 2020.

Takes effect July 1, 2019, with certain provisions effective July 1, 2020.
