Increases the general fund assessment for Mississippi Implied Consent Law violations from $243.50 to $493.50 per violation, effective July 1, 2019.

Maintains existing assessment amounts for other violation categories including traffic violations ($90.50), game and fish violations ($89.00), misdemeanors ($121.75), and felonies ($280.50).

Preserves existing requirements that state assessments cannot be suspended or reduced by courts and must be collected even when fines are suspended.

Requires county chancery clerks and municipal clerks to deposit collected assessments monthly with the State Treasurer and report violation counts to the Department of Finance and Administration.

Applies to all violations of Mississippi's Implied Consent Law (Section 63-11-1 et seq.), which governs alcohol and drug-related driving offenses.
