Removes the $25 noncriminal penalty for failing to carry a firearms license while carrying a concealed stun gun, pistol, or revolver.

Allows license applicants convicted of felonies to become eligible if they obtain an expungement of the conviction, not just through pardons.

Adds language clarifying that mental health commitment disqualifications apply only when the person was evaluated as needing treatment, and uses gender-inclusive pronouns.

Requires the Department of Public Safety to maintain and publicly release statistical records of license suspensions and revocations (excluding names) upon public records requests.

Establishes "enhanced carry" licenses allowing certified firearms training course completers, military members, and retired law enforcement to carry weapons in courthouses (outside courtrooms) and other locations otherwise prohibited to standard license holders.
