Prohibits health maintenance organizations, coordinated care organizations, provider-sponsored health plans, and other capitated organizations in Medicaid managed care programs from discriminating against physicians located within their geographic coverage area who are willing to meet participation terms and conditions.

Prevents managed care organizations from prohibiting or limiting qualified physicians from participating in their plans if the physician accepts the organization's operating terms, fee schedules, covered expenses, utilization regulations, and quality standards.

Applies to all managed care programs, coordinated care programs, and similar programs implemented by the Division of Medicaid under Section 43-13-117(H).

Takes effect July 1, 2019, and requires the prohibition to be enforced as part of the division's oversight of managed care contracts.
