Requires motor vehicle owners to maintain liability insurance coverage at minimum amounts specified under Section 63-15-3(j) before renewing vehicle registration.

Mandates owners maintain continuous insurance coverage throughout the registration period at legally required minimum amounts.

Directs the Department of Revenue to promulgate rules and regulations to enforce insurance compliance requirements.

Removes county tax collectors from responsibility for collecting penalties or verifying insurance coverage; limits their role to informing registrants of Department of Revenue requirements.

Takes effect October 1, 2019.
