Requires headlights to be operated whenever precipitation or conditions necessitate the use of windshield wipers on vehicles on public roads, streets, or highways in Mississippi.

Prohibits vehicle operators from using only parking lights or auxiliary driving lamps during any time when headlights are required by law.

Maintains existing requirements to operate headlights from sunset to sunrise and whenever insufficient light makes a person at 500 feet ahead not clearly discernible.

Establishes violation as a misdemeanor punishable by a fine of not more than $25.00.

Effective date is July 1, 2019.
