Establishes the Mississippi Gospel Music Commission to develop a comprehensive marketing plan promoting gospel music and culture for economic development, with a report due to the Governor and Legislature before the 2020 Regular Session.

Commission composed of 16 members including directors from the Division of Tourism, Department of Archives and History, Mississippi Arts Commission, Mississippi Educational Television Authority, Center for the Study of Southern Culture, and appointees by the Governor and legislative leaders, serving without compensation.

Authorizes the Division of Tourism of the Mississippi Development Authority to create a statewide "Mississippi Gospel Music Trail" infrastructure offering structured tours of gospel music historical sites and performance venues to tourists and targeted groups.

Directs the Division of Tourism to designate sites and erect "Mississippi Gospel Music Trail" historical markers, with the Mississippi Department of Transportation responsible for erecting and maintaining approved markers.

Requires coordination among state agencies including Archives and History, Transportation, Educational Television Authority, universities, and the Mississippi Arts Commission to ensure comprehensive marketing of gospel music culture and historic property preservation.
