Requires all local school districts to provide home economics/family dynamics programs to students in grades 7-9 by September 1, 2020, instead of the previous grades 10-12 requirement.

Mandates coursework include instruction in birth to age three development, financial management and household finances, teen pregnancy prevention, and responsible parenting.

Curriculum must focus on family dynamics and coordinate with national Family Career and Community Leaders of America (FCCLA) programs, addressing community and global society concerns.

State funding for home economics/family dynamics programs must be included in adequate education appropriation bills beginning with the 2021-2022 fiscal year, with at least one instructor employed in each school district.

Allows instructors to use abstinence-only or abstinence-plus education curriculum components to satisfy teen pregnancy prevention course requirements.
