Expands the definition of "sports pool" to explicitly include single-game bets, teasers, parlays, over-under, moneyline bets, exchange wagering, in-game wagering, and proposition bets.

Authorizes "platforms" (persons or entities operating sports pools or race books over the Internet and mobile devices on behalf of gaming license holders) to operate as licensed distributors.

Exempts wagers placed through approved platforms from the requirement that participants be physically present at licensed gaming establishments.

Reduces the gaming license fee for gross revenue received through platforms from 8% to 6% for revenue exceeding $134,000 monthly.

Deletes the prohibition on fantasy contest operators offering contests based on collegiate sports performance, while maintaining restrictions on high school and youth sports contests.
