Grants liability immunity to registered architects and professional engineers who voluntarily provide design and engineering services during declared national, state, or local emergencies without compensation (except expense reimbursement).

Applies to services related to disasters including earthquakes, hurricanes, tornadoes, fires, explosions, collapses, and other catastrophic events when requested by or approved by public officials, law enforcement, public safety officials, or building inspection officials.

Protects architects and engineers from liability for personal injury, wrongful death, property damage, or other losses arising from their acts, errors, or omissions during emergency response.

Limits immunity to services provided during the emergency or within 90 days following the emergency's end, unless extended by gubernatorial executive order.

Does not provide immunity for wanton, willful, or intentional misconduct; effective July 1, 2019.
