Creates a special fund in the State Treasury called the Law Enforcement Officer Bulletproof Vest Grant Fund, to be administered by the Department of Public Safety.

Makes funds available to local law enforcement agencies to match federal grant funds for purchasing bulletproof vests, limited to agencies with a bulletproof vest policy in place.

Authorizes the State Bond Commission to issue up to $500,000 in general obligation bonds to provide initial funding for the grant fund, with all bonds to be issued by July 1, 2023.

Bonds issued under this act are general obligations of Mississippi backed by the full faith and credit of the state, with principal and interest to be paid by the state treasurer from appropriated funds or general treasury funds if necessary.

Effective July 1, 2019; unused bond proceeds must be accounted for by the Department of Finance and Administration if not spent within four years of deposit.
