Establishes the Volunteer Health Care Services Act to authorize licensed physicians, dentists, and optometrists to provide voluntary health care services without additional state licensure requirements.

Permits out-of-state health care providers to volunteer in Mississippi without a regular practice license, provided they do not regularly practice in the state (more than 20 days in a 90-day period).

Requires sponsoring organizations to register with the State Department of Health for a $50 fee (waived for disaster relief) and maintain records of volunteer providers and services for five years.

Prohibits professional liability insurance policies from excluding coverage for health care providers engaged in voluntary services, effective July 1, 2019.

Brings forward existing statutory provisions (MS Code §73-25-19 and §73-25-38) governing nonresident physicians and immunity for volunteer medical professionals for potential amendment.
