Prohibits the sale of copper materials to scrap metal dealers unless the seller is a licensed plumber, electrician, or contractor, or holds a certificate of responsibility from the State Board of Public Contractors, or possesses a demolition permit.

Requires scrap metal dealers to maintain a scanned copy of the seller's appropriate license, certificate of responsibility, or demolition permit when purchasing copper materials.

Brings forward Section 97-17-71.2 governing the sale of air conditioner evaporator coils and condensers to scrap metal dealers, restricting sales to authorized agents of licensed HVAC contractors and companies with required permits or privilege licenses.

Maintains existing requirements for scrap metal dealers including record-keeping, holding periods, photography, payment methods, and inspection rights for law enforcement.

Effective date: July 1, 2019.
