Removes limits on the number of special disability license plates and windshield placards that may be issued to a person with a mobility-limiting disability or to owners of vehicles for disabled family members living with them.

Changes physician certification renewal requirement from annual to biennial (every two years) for disability license plates and placards, effective July 1, 2019.

Allows persons with personalized license plates (issued under Section 27-19-48) who have mobility-limiting disabilities to obtain a special decal bearing the International Symbol of Access.

Adds personalized license plates bearing the disability decal as valid identification for parking in disabled-designated spaces.

Brings Section 27-19-48 (personalized motor vehicle license tags) forward for possible future amendment.
