Prohibits elected and appointed state officers from visually or audibly participating in public advertisements funded, in whole or in part, by legislative appropriations.

Includes in the prohibition the use of still or motion images showing the officer and any audio medium allowing the officer's voice to be heard.

Defines "advertisement" to include television, radio, Internet, film, newspaper, periodical, direct mail, and outdoor advertising.

Allows state officers to participate in developing, planning, and implementing funded advertisements as long as their image or voice does not appear in the final public advertisement.

Takes effect July 1, 2019.
