Establishes an 11-member Commission to Redesign the Mississippi State Flag to develop and report a new flag design by January 1, 2020.

Commission membership includes 2 House members appointed by the Speaker, 2 Senate members appointed by the Lieutenant Governor, and 7 members appointed by the Governor (including representatives from economic and arts organizations, archives board, business, and two college students under age 25).

Prohibits the new flag design from including the Confederate Battle Flag symbol.

Commission shall hold public meetings, receive written and oral comments, examine economic and historical information, and present a written recommendation and oral presentation to the Legislature in joint session by January 15, 2020.

Current state flag remains in use until the Legislature considers the commission's report and takes action.
