Requires all nursing home owners and operators to purchase and maintain minimum liability insurance coverage of $1,000,000 per nursing home, covering each resident per occurrence of negligence.

Defines "nursing home" broadly to include personal care homes, assisted living facilities, retirement homes, hospice care services, home health services, long-term care facilities, and similar institutions providing medical or custodial care to elderly or disabled individuals.

Mandates owners and operators disclose in writing whether they carry liability insurance to patients or contracting parties at the time of initial agreement, with the disclosure placed prominently before signature lines and displayed in a conspicuous location in each facility.

Requires proof of liability insurance coverage be provided to the State Department of Health before establishing, owning, or operating a nursing home, and mandates liability insurance compliance be documented in annual license renewal reports.

Authorizes the State Department of Health to suspend or revoke the license of any nursing home that violates these insurance requirements, effective July 1, 2019.
