Extends the Department of Corrections exemption from State Personnel Board rules, regulations, and procedures through July 1, 2020, to allow the Commissioner flexibility in reorganizing and realigning the department.

Classifies all Department of Corrections employees as nonstate service during the exemption period, removing standard employment protections regarding dismissal and adverse employment actions.

Requires any employees hired after July 1, 2019, by the Department of Corrections to meet current State Personnel Board employment criteria.

Mandates the Commissioner of Corrections consult with the Office of the Attorney General before taking personnel actions authorized by the exemption to ensure compliance with state and federal law.

Requires exempted state agencies to file annual reports with legislative leadership detailing employee salary increases, dismissals or adverse actions, and new hires with starting salaries.
