Reduces victim notification time from at least 15 days to 48 hours before an offender's parole release, as required by the parole board under Section 47-7-17.

Reduces law enforcement notification time from at least 15 days to 48 hours before an offender's release from Department of Corrections custody under Section 47-5-177.

Requires the director of records to notify sheriffs, police chiefs, district attorneys, and circuit judges of the release based on the offender's conviction county and parole destination county.

Maintains existing requirement that arson convictions must be clearly identified in release notices so local officials responsible for arson investigations are notified.

Effective date: July 1, 2019.
