Allows pupils whose parent is transferred or pending transfer to a military installation in Mississippi on active duty to comply with school district residency requirements without actually residing in the district.

Requires parents to provide proof of residence within 10 days after the published arrival date on official military documentation.

Permits parents to use temporary on-base billeting facilities, purchased/leased homes or apartments, or federal government/public-private venture off-base military housing as valid addresses for enrollment purposes.

Requires school districts to accept electronic applications for enrollment, including enrollment in specific schools or programs, and course registration for military-connected pupils.

Takes effect July 1, 2019.
