Revises the crime of procuring prostitution to include paying or offering to pay for recruiting, enticing, harboring, or transporting another person for sexual services in addition to paying for direct sexual services.

Increases first-offense penalties for procuring prostitution from a $200 fine to $500 fine or up to 6 months jail; increases second offense from a felony with $1,000 fine to $5,000 fine or up to 5 years imprisonment.

Establishes mandatory felony charges with 5-30 years imprisonment and $50,000-$500,000 fines for first offense procuring services of minors under 18; increases second or subsequent offense to 20 years to life imprisonment with $500,000-$1,000,000 fines.

Imposes life imprisonment for any parent or guardian convicted of procuring sexual services of a minor under their care.

Increases penalties for promoting prostitution from $5,000 to $10,000 fine and up to 15 years imprisonment for first offense; increases second offense from $20,000 to $50,000 fine and up to 30 years imprisonment; raises corporate entity penalties to $500,000-$1,000,000 or up to $10,000,000 for child exploitation with mandatory injunction to cease operations.
