Allows first-time offenders convicted of misdemeanors (excluding traffic violations) to petition for expungement from all public records.

Expands felony expungement eligibility to any person who was under age 21 when committing the felony, after successful completion of sentence terms, excluding crimes of violence under Section 97-3-2.

Defines "one conviction" and "one felony expunction" to include multiple convictions arising from a common nucleus of operative facts, at the court's discretion.

Requires petitioner to give district attorney 10 days' written notice before expungement hearing and allows court to grant petition if applicant is determined to be rehabilitated.

Becomes effective July 1, 2019.
