Authorizes boards of supervisors and municipal governing authorities to extend solid waste collection and transportation contracts by mutual consent in one-year increments up to four additional years without advertising for proposals.

Extension option applies only to contracts executed on or after July 1, 2019, and requires that rate adjustments remain consistent with the existing contract terms.

Sets maximum total contract term at ten years, increasing from the previous six-year limit for collection and transportation contracts.

Maintains existing authority for contracts related to energy generation from solid waste and treatment/processing/recycling of solid wastes for up to thirty years.

Takes effect July 1, 2019.
