HB 1542 - Early Voting Act

• Authorizes qualified electors to vote early between 21 and 5 days before election day at the registrar's office or designated location.

• Early voting conducted weekdays 8:00 a.m. to 5:00 p.m. (extended to 7:00 p.m. final two days) and one Saturday from 8:00 a.m. to 4:00 p.m.

• Early voting is cancelled if only one candidate qualifies for each office on the ballot.

• Votes cast during early voting period are final and announced simultaneously with election day votes; candidates may challenge voter qualifications during early voting as permitted on election day.

• Absentee ballot applications and in-person absentee voting at registrar's office prohibited during early voting period; early voting begins when absentee voting period ends.

• Secretary of State required to promulgate rules and regulations to implement early voting; effective July 1, 2019.
