Amends Section 27-115-85 of the Mississippi Code to redirect 5% of net proceeds from the Alyce G. Clarke Mississippi Lottery Law to fund public libraries in the state.

Creates a special fund in the State Treasury to be administered by the State Library Commission to receive and distribute the 5% allocation for public library funding.

Maintains existing lottery proceeds allocations: funds to the State Highway Fund (prioritizing federal highway infrastructure matching funds) until June 30, 2028, and any proceeds over $80 million annually to the Education Enhancement Fund.

The 5% public library funding requirement applies both before and after July 1, 2028, when lottery proceeds otherwise transition to the State General Fund.

Takes effect July 1, 2019.
