Adds synthetic cannabinoids, fentanyls, and fentanyl-like substances with no accepted medical use to Schedule I of the controlled substances act, including specific compounds like cyclopropyl fentanyl, furanyl-fentanyl, and valeryl fentanyl.

Removes naldemedine from Schedule II and adds it to the list of excluded substances from Schedule II opiates.

Adds FDA-approved cannabidiol drug products to Schedule V, specifying products containing cannabidiol derived from cannabis with no more than 0.1 percent residual tetrahydrocannabinols.

Creates the Mississippi Hemp Cultivation Task Force composed of 13 members from state agencies, universities, and agricultural organizations to study hemp cultivation potential, regulatory approaches in other states, and economic impacts; task force sunsets July 1, 2020.

Effective date is July 1, 2019.
