Amends Section 31-7-13, Mississippi Code of 1972, to designate reverse auctions as the primary bidding method for state agencies purchasing commodities and services over $50,000.

Requires state agencies to obtain Public Procurement Review Board approval if they determine reverse auctions are not in the state's best interest, including submission of detailed justification and alternative bidding methods.

Exempts public contracts for design and construction of public facilities (buildings, roads, bridges) from reverse auction requirements for both agencies and governing authorities.

Does not apply to individual state institutions of higher learning, which retain existing purchasing authority.

Takes effect upon passage.
