Amends Section 65-7-1 of the Mississippi Code to clarify that county boards of supervisors have jurisdiction over all public roads, including those originally constructed as state highways.

Requires roads to be formally established or accepted by the board of supervisors through official board action before being included in the county road system.

Roads must be included in the official county road system record as provided in Section 65-7-4 to be considered part of the county system.

Removes language limiting the requirement to roads laid out after July 1, 2000, making the provision applicable to all roads regardless of construction date.

Takes effect July 1, 2019.
