Amends Mississippi Code Section 31-7-13 to establish reverse auctions as the primary method for receiving bids on purchases over $50,000 by state agencies.

Allows agencies to use alternative bidding methods (sealed bids, electronic bids, etc.) only if they obtain approval from the Public Procurement Review Board and demonstrate that reverse auctions are not in the state's best interest.

Prohibits reverse auctions for public contracts involving design or construction of public facilities, including buildings, roads, and bridges.

Applies reverse auction requirement to state agencies only; does not mandate this method for governing authorities, counties, or municipalities.

Exceptions to Public Procurement Review Board approval requirements do not apply to individual state institutions of higher learning.
