Amends Mississippi Code Section 31-7-13 to prohibit the use of reverse auctions for public contracts involving term contracts, in addition to existing prohibitions on design/construction of public facilities.

Defines "term contract" as any purchase of various commodities, goods, and merchandise by an agency or governing authority for an unknown quantity over a defined period of time.

Requires the Public Procurement Review Board to approve any determination that a reverse auction is not in the best interest of the state, along with a detailed explanation and alternative bidding process.

Maintains existing reverse auction requirements as the primary bidding method for purchases over $50,000 when not prohibited by law.

Effective July 1, 2019.
