Authorizes the issuance of state general obligation bonds not to exceed $3,400,000 to fund construction, development, and improvements at LeFleur's Bluff State Park in Jackson, Mississippi.

Establishes the "2019 LeFleur's Bluff State Park Improvements Fund" to be maintained separately within the State Treasury for disbursement by the Department of Finance and Administration.

Funds will support enhancements to the Mississippi Children's Museum and Mississippi Museum of Natural Science entrances, including related property, roadways, infrastructure, facilities, and amenities.

Authorizes the State Bond Commission to issue bonds, determine sale method, and manage bond issuance procedures, with all bonds backed by the full faith and credit of the State of Mississippi.

Bonds must be issued by July 1, 2023, with a maturity period not exceeding 25 years; bond income is exempt from Mississippi state taxation.
