Requires every motor vehicle operated in Mississippi to display an insurance sticker on the lower, driver's side of the front windshield as proof of financial responsibility.

Mandates insurance companies issue an insurance sticker to policyholders at the time the motor vehicle liability insurance policy becomes effective, in addition to the existing insurance card requirement.

Makes failure to maintain the insurance sticker on the motor vehicle a misdemeanor punishable by a $100 fine and suspension of driving privileges for one year or until proof of liability insurance is provided.

Authorizes law enforcement officers to verify the insurance sticker during traffic stops and roadblocks, with the same verification system provisions that currently exist for insurance cards.

Takes effect July 1, 2019.
