Authorizes issuance of state general obligation bonds not to exceed $2,878,500 to fund road improvements in Hinds County, Mississippi, with bond issuance deadline of July 1, 2023.

Creates the "2019 Hinds County Road Improvements Fund" within the State Treasury to disburse bond proceeds for five specific road projects: County Line Road ($2,000,000), North County Line Road ($300,000), Green Crossing Road ($300,000), Cynthia Road ($250,000), and Billy Bell Road ($28,500).

Establishes that bonds are general obligations of the State of Mississippi backed by full faith and credit, with principal and interest payable from state funds if legislative appropriations are insufficient.

Grants the State Bond Commission authority to determine bond terms including interest rates, maturity dates (not to exceed 25 years), denominations, and sale method, with bonds exempt from state taxation.

Provides that any unused funds remaining after project completion be applied to bond debt service, and allows bond proceeds to be sold via public sealed bidding or negotiated sale.
