Authorizes issuance of state general obligation bonds up to $2,000,000 to fund repair, renovation, upgrades, and improvements to emergency alert transmission towers in Bude, Meridian, Inverness, Raymond, Oxford, Booneville, the McHenry community in Stone County, and at Mississippi State University.

Creates the "2019 State-owned Emergency Alert Transmission Towers Improvements Fund" as a separate special fund in the State Treasury to receive bond proceeds and disburse funds for the authorized projects under Department of Finance and Administration discretion.

Grants the State Bond Commission authority to determine bond terms including maturity (not to exceed 25 years), interest rates, redemption provisions, sale methods, and to manage issuance and sale of the bonds.

Pledges the full faith and credit of the State of Mississippi to guarantee payment of principal and interest on the bonds, with any shortfall paid from the State Treasury.

Prohibits bond issuance after July 1, 2023, and exempts bond income from state taxation.
